Handicrafts and Carpet Sector Skill Council (HCSSC) is an organization registered under Societies Act of 1860. This Sector Skill Council was approved by the National Skill Development Council in November 2013. The organization is formed as per the Public-Private Partnership (PPP or 3P) model defined by the Government of India in 2011. HCSSC was incorporated in 2013.
HCSSC is promoted jointly by Export Promotion Council for Handicraft (EPCH) and Carpets Export Promotion Council (CEPC) with the inclusive representation of the Government, Industry, Industry Associations, Workers Organizations and Civil Society Organizations, training Institutes, and NGOs.
HCSSC is the apex body in relation to skill development for handicrafts and the carpet sector. It is the coordinator and promoter for the various agencies connected with the skill development of handicrafts and the carpet sector in India. It is the organization accountable for skill development of the overall handicrafts and carpet sector.

Mission, Vision, and Objectives

Mission:

The HCSSC mission involves the overall development of skills related to the handicrafts and carpet sector. Ten years from its inception, HCSSC aims at developing NOSs for over 125 job roles, certifying up to 2 million candidates, training as much as 5 thousand trainers and affiliating about 140 training institutes.

Vision:

HCSSC envisions the development of handicrafts and the carpet sector. Its views incline to the skill development of every individual and group connected to the sector. It visualizes handicrafts and carpet sector making its mark in the society – a society acknowledging the art, and also being employment-friendly for the trained artisans.

Objectives:

HCSSC aims at the complete skill development of the handicrafts and carpet sector.

Objectives of HCSSC are listed below:

  • Development of the skill development sector for handicrafts and carpet sector

  • Train artisans to meet industry standards

  • Eliminating industry-skill barriers

  • Assisting young artisans strengthen their skills with proper training

  • Proper upgrading of artisans’ skills

  • Developing standards for handicrafts and carpet sector.

Governing Body

HCSSC has a Governing Body to administer its functioning and operating. The Governing Body is a group of representatives from a group of organizations. The members of the Governing Body are both Public and Private company representatives.
