About the Pradhan Mantri Kaushal Vikas Yojana (PMKVY)
Pradhan Mantri Kaushal Vikas Yojana (PMKVY) is the flagship skill certification scheme of the Ministry of Skill Development & Entrepreneurship (MSDE). The scheme is designed to align Indian youth with industry-relevant vocational standards, enabling them to secure sustainable livelihoods. Under the Recognition of Prior Learning (RPL) and Short Term Training (STT) frameworks, HCSSC standardizes skills for carpet weavers, metal engravers, woodcarvers, and block printers, validating their ancestral skills and awarding them NSQF-aligned certificates.
Key Objectives
- Encourage standardization in the skill certification process across traditional and industrial sectors.
- Align vocational training curricula with National Occupational Standards (NOS) and the National Skills Qualifications Framework (NSQF).
- Certify prior learning (RPL) of informal sector artisans to bridge the gap between traditional knowledge and formal employment.
- Provide demand-driven short-term skill training in emerging job roles within the handicrafts and carpet industries.
- Deploy special training projects in aspirational districts, border areas, tribal belts, and left-wing extremism affected zones.
