About the SAMARTH Scheme
SAMARTH (Scheme for Capacity Building in Textile Sector) is a comprehensive skill development program initiated by the Ministry of Textiles, Government of India. The scheme targets the traditional segments of the value chain (such as handloom, handicrafts, and carpet weaving) to upgrade artisan skills and meet modern market demands. HCSSC partners with training centers nationwide to deploy demand-driven courses, ensuring placement, self-employment, and sustainable livelihood generation.
Key Objectives
- Provide placement-linked, demand-driven skill training to traditional handloom weavers, craftspeople, and rural youth.
- Fulfill the skilled labor requirements of the domestic and export textile industries by standardizing course curriculums.
- Empower economically marginalized communities, with a strong focus on women, SC/ST, and Below Poverty Line (BPL) families.
- Deploy biometric-enabled, transparent training systems (using AEBAS) to ensure high-quality course delivery.
- Promote self-employment pathways by providing entrepreneurship development programs and credit linkage assistance.
- Introduce modern machinery operations, advanced printing methods, and safety standards in traditional textile units.
